With reference to my confidential circular

dematch dated 22nd December and my sypher telegram dated

the 13th Novmber, the Army Council desires all maile

passing through Hongkong in which there may be found

serrespondence likely to be of assistance to the enemy

to be censored. You should issue instructions accordingly.

With a view of avoiding double censorship arrangements for

the censorship of local mails to and from Shanghai should

be made in consultation with our Consul-General at Shang-

hai.
